Mr. Loo Cheng Guan is the Chairman of the Fund’s Board of Directors and has more than a decade of experience in the private equity and fund management industry. Mr. Loo is one of the early participants in the GIP scheme, having held the position of Managing Director at two GIP Funds (F&H Fund Management and Tembusu Partners) managing more than S$300million in assets under management. At both funds, Mr. Loo’s responsibilities included fundraising, investments, post-investment monitoring, operations and compliance related work. He also sat on the Investment Committee at both funds. Mr. Loo has a wealth of investment experience and networks across various industries in Singapore and China, ranging from retail, F&B, healthcare, media and entertainment, resources and clean energy. He was also the founding Chairman of Tembusu Partners’ joint venture investment company with a Nanjing based venture capital firm.

Mr. Loo. founded Blue Ocean Capital Partners in 2005 to provide consultancy services in the areas of strategy, corporate finance and M&As. Mr. Loo subsequently joined Tembusu Partners following the merger of Blue Ocean Capital Partners into Tembusu Partners in 2008.

Prior to founding Blue Ocean Capital Partners, Mr. Loo was formerly a Principal at Advent International Corporation, one of the world’s leading private equity houses with over US$6 billion in capital. Advent’s focus was mainly of leverage buyouts, MBOs and late state investments across Asia. Some of the noteworthy deals during his tenure with Advent include co-leading a consortium to invest US$25 million to purchase a 49% ownership interest in MBf Cards Sdn Bhd, the only non-bank and leading MasterCard issuer and merchant acquirer in Malaysia (exited by way of putting to 51% shareholder yielding 1.8X return); monitoring Westco Jeans Pty Ltd, an Australian mall-based fashion retailer with over 140 stores which Advent acquired in 1999 via a complex A$75 million MBO deal; and financially structuring an exit in 2001 for Advent’s failing investment in Westco through a combination of recapitalization and share swap into RSH Ltd., a SGX-listed retailer. Mr. Loo also represented Advent on the Boards of both MBf Cards Sdn Bhd and Westco Jeans Pty Ltd.

Prior to private equity, Mr. Loo was Head of corporate advisory and M&A at Mitsubishi Securities (Singapore) and Deputy Managing Director at Nomura Securities in Malaysia.

Mr. Loo is currently the Group Deputy CEO/Director at an SGX listed company in the waste to energy space.

Mr. Loo holds an MBA and a degree (Honors) in Economics from Monash University in Australia.

Mr. Ng Fook Ai Victor is the Chairman of the Fund. He is currently the founder and Executive Chairman of New Asia Assets Pte. Ltd, an investment company headquartered in Asia focusing on investments in Greater China.

Mr. Ng has been investing in Asia for nearly 30 years, and in China since 1996.While being equipped with a wealth of experience spanning across a range of industry sectors, in particular the energy, water and clean technology fields, he also founded and managed a number of China focused funds, including China Growth Opportunities Limited, a UK listed fund that focuses on private equity investments in China.

He was also a Principal/Director at KPMG Peat Marwick Management before he ventured into the securities industry where he was General Manager (Sales) at JM Sassoon Co. Pte Ltd.

Mr. Ng has held several directorships in listed companies, and among these, he is an independent director of Asia Power Corporation Limited, a company listed on the main board of the Singapore Exchange.

In 1992, Mr. Ng was awarded the Pingat Bakti Masyarakat (Public Service Medal, Singapore – Community Services) for his social contribution to Singapore by the President of the Republic of Singapore. In 2004, Mr. Ng was invited to serve on the Board of Trustees of Majulah Connection (a non-governmental organisation).

Mr. Ng holds a Certificate-in-Education (Spore), B.Sc (Econs)(Hons) and M.Sc (Econs) from London University. He was also awarded the University of London (Convocation Book Prize)(First) and the Lord Hailsham Scholarship.

Mr. Sha has been involved in investments and fund management for nearly 20 years. He had sat on the board of several listed companies in Singapore and London. He is currently the Chairman of the Board of Directors at Asia Power Corporation Ltd (listed in Singapore), a company specialising in investments in power plants. He had been involved in numerous restructuring deals and start ups, including raising of seed capital and listing of various pre-IPO companies in China, Hong Kong, USA, Canada and Singapore. Mr. Sha’s forte is in investments, especially in the arena of power plants and water treatment plants. In [1996], he was involved in the IPO of Heilongjiang Longdian Power Plants Co., Ltd,. In 1999, he took the first China company, Asia Power Corporation Ltd, to flotation on the Singapore bourse. Subsequently, in 2003 and 2005, he successfully listed Devotion Energy Group Ltd and Asia Water Technology Limited on the Singapore Exchange. In the course of his earlier investments and consultation work, he was appointed by various companies to oversee their operations, namely as General Manager with Hainan Aisino Investment Co., Ltd, General Manager with Heilongjiang Longdian Investment Co., Ltd, deputy General Manager and subsequently General Manager of Shenzhen Tianhe Taifu Investment Co., Ltd and Chief Executive Officer of Hainan Bingang Real Estate Investment Co., Ltd. Mr. Tay is a Certified Public Accountant (“CPA”) and a member of the Institute of Public Accountants of Singapore (“ICPAS”). Having started his 20 years of professional career with Arthur Andersen, both in Singapore and Sydney, Australia, he then moved on to Ernst & Young and Deloitte & Touche. Since 1999, Mr. Tay had led and completed several due-diligence, pre-audit and reverse takeovers of listed companies. He was involved in and headed several large scale audits, due diligence engagements, business consultancy, corporatisation and Initial Public Offerings involving large corporations in Singapore, Australia, China, USA, Canada, and including countries in Europe. Currently, he is the CEO of Rockstead Capital Group, a boutique fund management company he co-founded that specializes in fund management, listing consultancy and pre-IPO investment. Mr. Tay had worked on several fund raising exercises, including originating, structuring, executing and sourcing for equity, equity instruments in the likes of warrants and convertibles, and loans for listing aspirants and listed entities in several regions. In particular, in the last 3 years, he had raised in excess of US$100m for environmental companies in China, particularly in the water treatment arena. Being highly conversant with International Accounting Standards and China GAAP, Mr. Tay has extensive experience dealing with investment and restructuring of Chinese companies. He had also initiated and worked on numerous listing exercises, involving the TSX and TSX Venture in Canada, OTC & NASDAQ Listings in USA and other prominent exchanges in Asia, Europe and Australia. He had led and originated OTC listings of a Chinese oil exploration company and an infotainment company, supervised and involved in no less than 10 companies listed in Singapore, and had completed a RTO of a Chinese company into a Singapore shell. In addition, he was involved in the listing process of the first Chinese company on Germany bourses. Mr. Tay was a speaker at numerous events, including NTU “High Flying CFOs in Town” forum, CCH’s “CFO roles in today’s economy” event, and various Business Times and news bulletins. In October 2007, Mr. Tay was awarded Nanyang Outstanding Young Alumni Award by Nanyang Technological University (NTU) to honour outstanding alumni who have distinguished themselves in their profession and who made significant contributions to the alumni network. Upon graduation from Nanyang Technological University with a Degree in Accountancy (Hons) in 1998, Ms. Soh started her career as an auditor in Arthur Andersen. During her stint in Arthur Andersen, Ms. Soh was involved in the audit of both public listed as well as private companies in the various industries. As part of her career progression in EDB, in 2007 Ms. Soh was rotated to Contact Singapore which was set up as an alliance between EDB and the Ministry of Manpower to attract foreign Entrepreneurs and High Networth Individuals to pursue both their personal as well as business interests in Singapore. In Contact Singapore, Ms. Soh was part of the pioneering team to spearhead and put in place the infrastructure, systems and processes for the administration of the Global Investor Program (GIP), an investment-related migration scheme. As Head of Contact Singapore, Ms. Soh led a team of 10-15 staff and given that she oversees the GIP policies review, day-to-day operations and processes, Ms. Soh was very much attuned to the GIP scheme. She was also the key person to account manage the GIP-approved funds who are the primary partner of Contact Singapore for the attraction of GIP applications. Samuel started his professional career with Arthur Andersen in Singapore. After 3 years of audit work, he left to join Ernst & Young’s project finance / corporate finance division and then joined the Project Finance division of The Hongkong and Shanghai Banking Corporation Limited in Singapore. He then moved over to Hong Kong where he was a Vice President within the Project Finance Advisory division of Société Générale (“SG”) in Hong Kong. Samuel then assumed the role of Assistant Director with ABN AMRO Bank in Hong Kong, working in the Financial Sponsors Group as well as the Leveraged Finance team.

Subsequently, Samuel joined Merrill Lynch as a Director within the Financial Sponsors coverage group, focusing on clients in the private equity / hedge funds sector such as 3i, Affinity Equity, Bain Capital, Blackstone, Carlyle, Citadel, CVC Asia Pacific, DE Shaw, KKR, MBK, Och Ziff Capital, SAC Capital, TPG and Warburg Pincus. He was tasked with originating, structuring and leading Financial Sponsor-related deals (LBOs/take privates, M&A advisory, leveraged financing/recaps, trade sale, IPO exits, special situations, PIPEs, CBs, distressed investments, etc) within the Greater China and Southeast Asia region.

Samuel’s last role prior to joining Rockstead was as the Chief Financial Officer of Feres Pte Ltd and its group of companies, a Singapore-based group with mining/exploration interests in iron ore, gold, coal and other natural resources in Indonesia. His main role was to assist the company in raising capital (private financings and/or pre-IPO), business development, providing strategic advice with a view to eventually listing the business as well as accounting and corporate secretarial functions.

Samuel currently sits on the Fund’s valuation committee overseeing the Fund’s valuation policy and methodology.

Samuel graduated from Nanyang Technological University with a Degree in Accountancy (Hons) and is a Certified Public Accountant (Singapore).
